The 18-year-old has done enough for Arsenal this season to convince Hodgson that he should be part of the England set-up, while Stewart Downing has also been picked along with James Milner.
Just seven defenders have been picked although Hodgson has gone for an extra man in midfield rather than attack, with Ashley Young, Steven Gerrard and Theo Walcott all capable of playing in an advanced position.
John Ruddy is the other uncapped player in the squad and is likely to be third-choice keeper behind Joe Hart and Scott Carson, with Andy Carroll also making the squad and the Liverpool forward could even start the opening game against France.
